Abstract

Regional autonomy policy governed by the laws of local governments: No. 32 tahun 2004. This policy followed the release of UU No. 33 tahun 2004 about the , financial balance between central and local, regional autonomy policy has demanded reforms in the administration of the government to give space in a region that allows the active participation ofsociety in the process of government policy and development. Direction of the regional administration should be understood as a change of direction while maintaining continuity of improvement that has been there for those who lead a government system of governance in the region that must refer to and imbuedwith the spirit of local government law. Policy of regional autonomy must be balanced premises in distributing the delegation of authority, responsibility and financial resources to provide better public services so that the conflict of authority between central and local governments can be minimized.
