Abstract

Baszation policy in Indonesian, there are still many warm and centraled on experince during the impkementation of fiscal decentralition policy in Indonesia, there are still many warm and central issues happened horizontally and also vertically up to now. The existence of disgruntled demandd has been rised from some otonomous regions to getlarger in fiscal decentralization fund allocation. Various society disgruntled demands are not only from otonomous regions which its position of fiscal need is larger than fiscal need. those areas are same to claim larger fund acquirement of fiscal decentralization from central government with many different reasons. Many rich areas rise its disgruntled demand, it caused generally they feel to be exploited by central goverment. while the areas which have low fiscal capacities, feel it is not enough to fulfill their expenditure need. Finally they depress the central goverment to get larger fiscal decentralization fund addition. Autonomous regional policy which is signed by rising of law No 22 Year 1999 about local Goverment, then followed by policy of fiscal decentralization which is based on law No. 25 No 1999 about monetary balancing among Central and local Goverment, also coused by disgruntled demand and reformation effrot which had been tried before.
