Abstract

Regional autonomy policy governed by the laws of local governments : No. 32 tahun 2004. This policy followed the release of UU No.33 tahun 2004 about the financial balance between central and local. Regional autonomy policy has demanded reforms in the administration of the goverment policy and development. Direction of the regional administration should be understood as a change of direction while maintaning continuity of improvement that has been there for those who lead a goverment sytem of governance in the region that must refer to and imbued with the spirit of local goverment law. policy of regional autonomy must be balanced premises in distributing the delegation of authority, responsibilty and financial resources to provide better public services so that the conflict of authorty between central and local goverments can be minimized Keywords : Autonomy, local autonomy, decentralization, fiscal decentralization
